Yes. In the industry standard Homeowners Policy, there is no territorial restriction, as you would find in most personal auto policies. Your personal property is covered up to the full policy limit "while it is anywhere in the world."
As far as liability for the insured's personal activities, there is no territorial restriction. While premises coverage is limited to an "insured location,” the definition of an "insured location" includes "any part of a premises: 1) not owned by an ‘insured’; and 2) where an ‘insured’ is temporarily residing.” Therefore, a vacation residence in a foreign country that fits this description would be covered for premises liability.
